The First Amendment's 'religion clause' limits religion?

Yesterday I heard Irwin Chemerinski on Hugh Hewitt’s show say that the purpose of the First Amendment ‘religion clause’ is to limit religion. Funny, I thought the purpose of that clause, as with the rest of the Constitution, was to limit government, especially the federal government.

Let’s see

Congress shall make no law respecting an establishment of religion … (emphasis mine).

Yup. Limits Congress. I thought so. And Liberals talk as if only the President ignores the law.
