Appropriations in S.2611

You’ve heard about all those Border Patrol agents to added to the current stable. Something like:

(1) 2,000 in fiscal year 2006;
(2) 2,400 in fiscal year 2007;
(3) 2,400 in fiscal year 2008;
(4) 2,400 in fiscal year 2009;
(5) 2,400 in fiscal year 2010; and
(6) 2,400 in fiscal year 2011.

But
the bill also includes the fact that all of this is “subject to the availability of appropriations for such purpose.” Seems to me that if Congress doesn’t provide the appropriations, the agents won’t be there.
